Warren is one of the country’s leading fire safety lawyers, having acted in over 130 cases involving the Regulatory Reform (Fire Safety) Order. Warren has prosecuted and defended in some of the most serious fire safety breach cases, and prosecuted the trial which led to the most severe punishment ever given under Fire Safety legislation. He writes a monthly column for the ‘Fire Risk Management’ magazine and also provides pragmatic fire safety legal training to a range of public and private sector groups.

Warren also sits as a Tribunal Judge and in 2008 received the Higher Courts Advocate accreditation enabling him to work as an advocate in the Crown Court. Warren was shortlisted by the Law Society for the Private Practice – Solicitor of the Year accolade at the 2009 Law Society Excellence Awards.

Richard is one of the UK’s leading Fire Safety Experts with over 30 years experience with the Fire and Rescue Service. From 2006 he held the role of Head of Fire Safety Policy and Procedures for Lancashire Fire and Rescue Service until retiring in December 2014. He has attended more than 2,500 incidents, at many of which he was the Incident Commander, and has investigated over 500 incidents. In 1998 he moved from operations into Fire Safety where as Fire Safety Inspecting Officer he formally inspected around 500 premises, developing his understanding and expertise on the ground.

Richard graduated with a first class honours in Fire Engineering, and has also headed up Lancashire’s operational response policy department, covering operational procedures, business continuity and emergency planning. Richard sat for several years on the Chief Fire Officers Association National Fire Safety Group and developed the National Enforcement Register for the Chief Fire Officers Association.

Richard has overseen the prosecution of many Fire Safety offences since the introduction of the Fire Safety (Regulatory Reform) Order 2005. He is a fellow of the Institution of Fire Engineers and is NEBOSH qualified. With his vast amount of top level, relevant and up to date experience it is easy to see the expertise and insight that Richard offers.

Warren has over 30 years experience in the Fire and Rescue Service where he had operational response management duties and a complex fire safety management role. He finished his Fire and Rescue Service career as Fire Safety Manager where he managed fire safety enforcement teams around the West of Lancashire, including Blackpool with specialist risks such as Blackpool Tower, the Winter Gardens, Opera House and many large hotels, restaurants and public attractions.

Through his role as a Responsible Individual for a number of Hospitals and supported independent living accommodations, Warren has particular experience in the field of care. For many years he held the post of Policy and Procedures Officer, where he led the development of procedures to introduce the Fire Safety (Regulatory Reform) Order 2005 into the North West Fire and Rescue Services.

He also sat at National level on the Enforcement Policy group of the Chief Fire Officers Association (CFOA) where he helped introduce national procedures for the new fire safety legislation and developed the training package which was used to train many of the officers in the country. With his legal qualifications he has case managed the prosecution of many Fire Safety cases, he has trained to nationally agreed levels in Fire Safety Enforcement at the Fire Services College, and is also NEBOSH qualified.
